Children aged eight enlisted as council snoopers
Children as young as eight have been recruited by councils to "snoop" on their neighbours and report petty offences such as littering, the Daily Telegraph can disclose.
The youngsters are among almost 5,000 residents who in some cases are being offered

That makes me lol.
Actually, they'll probably grow up looking for more opportunities to spy on people for rewards. They'll make great snitches one day... which is more likely to be bad than good. Environment stuff is still sort of OK to do that with (except for the accidental dropping of sausage thing), but just wait 'till later when they get to crimes that shouldn't even BE crimes. And stuff like "I know Johnny cheated on his test yesterday... I want a sweetie for telling!"...
